Need help with sub issue

I have 2 eD 13ov subs in a sealed box. They have performed fine for the past 8 months I have had them. The other day one of the subs started sounding like it had no control of the woofer. On inspection the rubber surround was flexing a great deal while the other was normal I removed it to verify nothing looked wrong and that no wires had come loose. So I need your expert opinions as to what is going on with this sub.

check the Ohm load on the voice coil.

both voice coils read 3.7ohm. the sub is dual 4 ohm. so what else can it be
