NEED HELP!!! Voltage Problem!

ok...so my system has been running fine for the past couple months or so then today the problem started. Usually rests around 13volts or so off and 14.7-15volts idle....well now when i start it up it idles around 14.7 then quickly starts climbing to 17-18 volts and doesn't drop! And it stays at 17-18volts! I then hear a faint beeping sorta noise coming from under the hood almost likes it's coming from my front battery and it's really warm to the touch (batcap 2000).

Anybody got any idea what's going on?? I have a batcap 2k up front and 2 93ah C&D tech batts in the rear with an iraggi 220 HO alt 1/0 big 3 and 2 runs of 1/0 to back batts.

thinking so...that sux cuz i just got it not too long ago from a guy on the forums and was supposably brand new
