It's not 1500 watts, but the TXA-1000D is PROBABLY the closest he will find to 1500 watts. I just sold one for $160 shipped BNIB.

He can get the TXA-1000D for $199 shipped from the Cadence store.

Other than that, his best bet is to find something used, but he will probably be spending closer to $200-300

ok since it doesn't look like there is any good ones for around $150..how about a little smaller amp

Anything between 800-1200

Preferably something around 1000 watts.
