It could also be an Urban or Radion amp but those were typically purple or blue same style heat sink from the early 90's.

I have a Targa 400 at home it looks similar to this one.Mine is a little more gold in color but has the same heat sink and hook ups.

So I'm gonna go with the consencis here and say Targa.

Looks like a JDL or somthing similar from a swap meet. Think they went by japanese dynamic labs. Also to note, Targa did use the same heatsinks.
