True or he could be smart and cost effective and wire down to 1 ohm...
1ohm stable amps are not always more cost effective (cheaper) than 4ohm stable amps. And some people swear by running A/B's, even for subs, in which case a final load of 4ohms would be preferable. But yes, I get what you are saying, there are a lot of cheap(ish) class D amps on the market that produce their full potential @ 1ohm.

This is true its just generally speaking 2000 at 4 is gunna cost quite a bit more then 2000 at 1...

 
Impedance is not directly related to efficiency. There are plenty of class D amps that are more efficient running at their optimal 1ohm load than their counterpart class A/B amps running at their optimal 4ohm load. This whole topic that has become popular lately, about efficiency and even S/N at various impedances (usually implying you will automatically get better performance at higher impedances) completely ignores amplifier design and topology. That's a pretty crucial thing to ignore when making a blanket statement.
