Given your tuning, is it possible you just aren't sending the "right" bass frequencies to it? Keep in mind that at tuning frequency sub movement will be minimal with most of the output coming from the port. There's a fair bit of bass info at 35Hz...
Do you have music with real low content you can try?
Another option would be to tune your amp by ear. Turn the gains up until you start hearing things falling apart, then back it off. You're good to go...

haha theres nothng wrong with the PA amp it moved my l5 like crazyMy cousin just took back that same amplifier lol. He was pushing this Cheapy SUB THAT WAS duel 4 ohm and that amplifier didnt make it loud. So he used his Jensen 400 Watt amp that he thought wasnt going to be as loud as the Planet Audio amp and it got way way louder. He took it back to the pawn shop and told them it was broke lol. It didnt get hot or anything, but didnt get the sub loud at all.
