Music Creation and Editing

Just wondering what programs you guys use, specifically for a PC since that's what I have...wish I had a Mac though. Currently only three programs come to the top of my head... Adobe Soundbooth, Fruity Loops, and Propeller Reason. Any preferences or comments on each?

Also, how much of a difference does the sound card make? I have a sound Sound Blaster Live 24 bit that I got for free, but I'm thinking of getting something else, nothing extreme, maybe around $50 or so. Just wondering if it will make a difference for recording and playback.

I figured. I'm just debating whether or not I should spend the 50 bucks on something that is probably better than what I have. But if differences are minimal I won't even bother. Does FL come with a bunch of plugins or do you have to get those separetly. I have Soundbooth and they have some built in effects, but theres more to be bought. Decent selection though.
