i vote for the m3s, my m3s are stupid loud and take a mojo for daily play........ my 3 m3 15s on my mojo were louder,than 6 L7 15s powered by 3 1200.1s.. mine are in a yukon his were in an expedition...

on the meter, i believe it.... but setting in the vehicles, i'd be willing to bet his sounded just as loud, if not louder....

as to the original poster, its pretty simple on what to choose...

Meter : memphis M3's... meter exceptionally well. they CAN sound good, but its much harder to get that SQ outta them, because they were designed for SPL use.

Loud to the ear/street beater //content.invisioncic.com/y282845/emoticons/wink.gif.608e3ea05f1a9f98611af0861652f8fb.gif : L7's... sound incredibly loud, and despite popular belief can have good SQ while getting ear hurting/blurry vision loud. i've seen it/done it many times...
