You're completing the circuit with the volt meter. It's reading the circuit voltage the same as it would read when you touch the ends to a battery.

Ever noticed a spark when you hook an amp up? (if the battery isn't disconnected)

Yeah, it's the caps charging if I remember correctly. There is a completed circuit.

It's not connecting positive to positive...

The amp is connected to the ground wire

If it's a higher voltage at the speaker terminals and you don't have speakers hooked up, the caps could be holding a high static charge and there's no load on the speaker terminals to dissipate it.

No load. Was 12.1 at the speaker outputs
