Low Peak?

I've been doing some testing, and when I sweep from 50-30 hz, my peak is ~36. However my loudest frequency on a burp ranges from 42-47 depending upon box positioning. The box is tuned to 38 hz.

Are the speakers unloading due to the low frequency, hence the lower score on burps but not on a low volume sweep?
