L7 tuning problems

well right now my 15 L7s are each in a box 4.5 cubes net at 37-38hz for each driver, but i'm not happy with the output. it seems they dont pound like they should . they're getting 1600 a piece that is more than enough i think the box is the problem. i'm not happy with the low notes. would tuning to 32 hz help out? what kind of songs would loose output? after i bulid this new box i will be selling the subs if they don't workout.

Lower tuning would help. I'm tuned in the low 40's with my L7 and the lows are lacking but the highs are quite strong.
