I don't think it is a remote wire because on my amp, the rca plug plugs into the side of my amp and the remote is on the opposite side.

 
its a ground to reject noise. definatly NOT a remote turn on lead, however if they did use a 16~18 guage wire it would be extremly handy.

do not use it as a remote wire. 22gauage wire is not large enough.

some amps have everything on one side (ex: eclipse and merlin )

 
Its true use is ground loop, to ground the amp and HU at the same point. It CAN be used for remote turn on and often is. No harm in using it either way. I agree using a separate wire though can be cleaner sometimes. But in an amp kit its very handy for the folks with one amp
