Cops dont have quotas. I know a few. In MI they definitely dont have quotas though. They usually spring for the people doing something wrong like wreckless driving, robbery, speeding more than 7% over the posted speed limit, etc.

Ok, well that's definitely going to vary from cop to cop...I talked to a couple of State Troopers down here in Ohio and they said they generally don't pull people over unless they're going more than 13mph over the limit (which is 65 on the highway) so that would be a 20% increase.

I dont know about official quotas, but I know a lot of police force's annual revenue is based on traffic tickets. Its in their best interest to catch a certain number of speeders a year.
