JL 250/1 will not power up

I am trying to install a jl audio 250/1 in a 1992 subaru svx, and i ran into an interesting problem; the amp simply will not power up. i checked the wires, and the remote is hooked up (what exactly does this control, by the way? does it tell the amp to turn on with the receiver?) im REALLY at a loss. i also ran into trouble installing and eclipse deck (CD8454), and still am. it says "INFO 3" on almost every cd (the error is for a scratched, or dirty cd. it does it on brand new ones though). the amp is my main concern though, it HAS been in storage for a while, but i cant imagine that would cause this. It is grounded directly to the chassis (as it should be) and is powered by a 4 guage wire. i did check the fuse to see if it was blown, but i didnt see any break in it (im re-checking that after this message, since you cant always see a fuse break..). Any help would be appreciated, as i cant even find simply diagrams on hooking up a subwoofer amp (ive been out of this loop for a while, so its possible i forgot something, but im pretty sure my bases are covered, but obviously SOMETHING is wrong...)

I also did extensive searching on these particular forums, and google, and visited jl audios site. i just wasnt able to find ANYTHING on this problem, so now i post!

i just tried hooking up my other amp, with the same results. im just clueless on whats going on. other than the pre-outs, ground, b+, and remote, there isnt anything else going into the amp, right? it seems like such a simple problem, but i really dont have any insight on this, i tried a different fuse, AND a different live wire. i have even tried connecting the remote to all remaining wires in the harness of the receiver, in combination with both live wires.

my only thought is it isnt grounding properly, so im trying a different ground (already tried two different, solid positions with still no results. no multimeter though, so i didnt test anything).

 
If you have an test meter you should check and see if your getting power from the battery to the fuse block in the front you should start there, or you can take a regular tester put it to your ground and check all of your power connections from the battery ,to the fuse block in the front all the way to the back. The test light should lite up at each point of contact of all power points. My friend had the sme problem and it was his fuse block up front by the battery.

 
also check to see if the remote wire has any juice.. maybe hook the remote and +12 on the amp both up to the positive lead and see if it powers on..

just as a test of course..

 
What happened is, i was trying to ground through paint! hahaha, this is an obvious problem since paint doesnt conduct all too well. Due to my colorblindess, however, the silver paint looked EXACTLY like bare metal (i still cant tell its painted by looking at it). thank you all for the help and suggestions though!
