they say when doing a port bend that you dont include the square in the corner, is this right, to me it looks like they have 17 inches of port instead of 13 since the port is 4 inches wode

I actually don't do it that way. I measure from the middle of the port width. So, in my measurements that's actually more than 13". Is there a right way? I really don't know. Would you notice a difference between all the different ways? Probably not. The tuning frequency changes would be minimal, maybe 2-3 hz.
