Filet is the tenderest. But I would take a ribeye or piece of prime rib for the better flavor anyday.

Its a nice mix of flavor and tenderness.

while i like filet, its not necisarily my favorite...

i like ribeye, cant beat that marbeling //content.invisioncic.com/y282845/emoticons/yumyum.gif.0556df42231b304b9c995aefd13928a8.gif . i also like the flank though, when marinated and prepared properly it is awesome. brisket is also one of my faces. out of all of them though, i would probably go ribeye or sirloin. NY strips can **** it for all i care.
