Does that mean that the ported enclosure for the jl will be louder but sealed sounds better?
A proper ported enclosure wouldn't sound as good as a proper sealed enclosure. It will be louder and hit harder though.
If you read it again you will see they said the sealed enclosure will put out the "best overall sound quality" while the ported will "maintain excellent sound quality". Basically, it's a marketing ploy to make you think what ya thought. Sealed is for SQ, ported is for SPL and Db.
