Is Phoenix Gold specs right?

I might be reading the manual wrong? For the RSdC12 it says 2.5cu for sq and .79cu for spl ported? It sounds kind of backwards to me? It also looks like they are telling you to tune at 20hz? I saw a few people tuning to 20hz and wondered why they did, and now I see why. I also see people tuning them to whatever they want. What would one sound like at 34hz in 2.5cu?

 
I've noticed PG tends to use about half the cf (or ft3) for a SPL setup compared to a SQ setup. I'm thinking that the loading effect a smaller box gives them a little more power handling/spl potential. I personally would tune around the Fs of the sub. On my titanium 12's the fs is almost 28hz flat. I tuned my box for 32 due to the cabin gain.

 
I guess I did misread it. I was trying to read the pdf on my cell phone. It says 20hz for the subsonic filter, but that still seems too low? I still don't see that .79cu being louder than the 2.5cu. I know a smaller box can handle more power but never seen them getting louder than a bigger box.
