Boy there is a ton of conclusive advice here with no details on what he has for an internet connection. Or did I miss that?

I really depends on what you have for a ISP and if you have a static or dynamic connection.

he already said he unplugged his modem for ten minutes and his IP didnt change when he plugged it back in, thus his IP is STATIC

best way is to use a proxy, but free ones are slow and i am pretty sure he doesnt want to pay for one

not always, i have a dynamic ip from my provider but it hasn't changed in 2 months, resetting the modem will not change your ip.

if it changes every few months it could be considered static

i have roadrunner cable and sbc dsl in my house, RR is static(changes every few months at most) and SBC is dynamic(i can change the ip when i reset/unplug the modem)

I work in the tech support for a cable internet provider. To change your ip all you have to do is change your mac address and reset your modem (on our network at least). At my gmas house she uses bellsouth dsl and hers reacts the same way. You can call your isp and they can reprovision your modem for you (free) and that should get you a new ip also. But if your trying to hide from something I dont think that will fix your problem. //content.invisioncic.com/y282845/emoticons/wink.gif.608e3ea05f1a9f98611af0861652f8fb.gif

No that doesnt mean he is static. Its not uncommon for you to retain an IP address based on your MAC address for a while with many ISPs.

My point is, there is not enough info here to tell him what to do. We dont know if his ISP is running NAT, bridged etc.
