Input on amp choices for two diffrent systems

First system needs a 4 channel amp, main points are size (small) and SQ, speakers will be Focal Is200's. Looking to spend about $250 on it.

Second system will be 2 JL W7's, don't know much about the setup as it is a friends car, he has a hifonics amp powering them right now, and in all truth it sounds like ****, he had a 15" L5 or L7 before. I believe he said it's a 1200 or 1500W amp, sorry I don't know the model. Price...I am not really sure, he told me he was pretty open.

 
For the amp on the w7's, look into crescendo...solid looking and sounding amps for the price...or jl slash series if he wants to keep it jl - not very efficient though

For the focal... look into massive nano 4 channel, or pip black ice.. the nano is great because it's small, efficient and has some power.

You could also check out stetsom, taramps, etc. Brazillian amps are pretty small and very efficient.

 
Maybe it's me because I am not into the audio scene much, but many of the brands I have not heard of and research seems to show lots of hype and not much real testing/SQ and the real info from users or the little testing out there, seems to be negative.

For the 4 channel, most of the amps suggested I found to have allot of complaints about noise, which is something I will not accept. If I have to spend more to get what I am looking for I will, I just thought it should be doable for $250, and I don't need lots of power, I don't often listen at higher levels, the only time I do is when driving with the top down to over come road/wind noise. One amp I was looking at before was the kenwood xr400-4.

For the 2 JL's, it seems he has 4, but will only be using 2, and said he doesn't want to spend over $800.
