the only reason why kids do that is because it is illegal for them to do it until they get to a certain age, the only reason why kids in other countries don't do it to the amount of kids do it here is because it is legal in those countries, kids here think they are cool because it is illegal to do, therefore they do it in large amounts to try to be cool to other kids. thats just my opinion, but like the saying goes, opinions are like assholes, everyone has one...
