my understanding was that many many years ago galvaston was raised fairly high above sea level and they have a very high wall that surrounds it......at least thats the info i got when i visited there

If you live in a hurricane-prone area, you need (before the storm is bearing down on you...buy this shit over the summer when nobody's thinking about hurricanes)

* Adequate drinking water...one gallon per person per day

* Snack/junk food

* Light sources

* Adequate power supplies - not just cheap D cell batteries...get a few hundred amp hours of deep cycle gel cells. Keep them on a float charge. A generator is ideal, but you need fuel for it unless you get an LPG conversion.

* Communications - often overlooked, but a cheap VHF/UHF scanner is enough to let you listen to not only the mainstream media, but the emergency traffic that's in your area. Lets you know things before any other sources tell you. In a disaster, communications is priceless.

Basically, try to stockpile enough shit to make you self-sufficient and stable for two weeks. Beyond that time, either the infrastructure is so badly damaged that you're going to have to improvise on the go, or help would have arrived.

Disasters **** balls, no doubt, but if you actually take time before the storm season, not just a week before the thing makes landfall, you can mitigate your own situation...hopefully.
