i seen a amp rated at 12volts

no

it means they used only 12 volts of power to get a output reading

and since most cars do 13.8 volts and higher, your amp will be pushing alot more power than advertised //content.invisioncic.com/y282845/emoticons/smile.gif.1ebc41e1811405b213edfc4622c41e27.gif

It was a db drive1200 it says it does 1200rms at 12volts? does that mean it would be easier on the car electrical or does it just means you dont need 14volts to get its rms? or both?
At least your paying attention to specs! You are CORRECT in that it does it's RMS wattage at 12volts. Car OFF, battery only type reading(dbdrag). That amp runs at whatever voltage it recieves. With the car on, TYPICAL voltage is between 13.8 and 14.2.

Check the operating voltage range, I've seen 'em run at 17 volts---1700watts!//content.invisioncic.com/y282845/emoticons/eek.gif.771b7a90cf45cabdc554ff1121c21c4a.gif

Saying his car with run at 13.8v is way to vague of a response. Your car yes runs at 13.8 typically without any added electrical stuff. You throw a good 1200 watt amp in the same car and listen to it at normal level's he'd be seeing closer to 12v if he has stock electrical. Either way, you'll probably get the rated rms power unless you have an old car with an old battery and alternator.
