I need help setting my gain

I have a problem reaching the required voltage needed to set my gain right, I'm using a digital multimeter but I can't seem to reach the required voltage.. I have a planet audio pulse 1500.1 amp which is 1125 watts rms at 2 ohms. For the subs I have 2 12 inch 2 ohm mtx terminators (400 watt rms) . I did exactly what the guys Said in the video. 1125x2 = 2250, square root of 2250 = 47.4 volts. But no matter what I do,even if I were to turn my volume all on my headunit all the way up, turn the bass boost off, turn the lpf off or on etc I can only reach a maximum 30 volts.. can someone please help me! Thanks.

 
If the highest it will go is 30 id set it around 20v I Can get my 5k to 104v but it clips after 72v. Run it until you can get better it's at best 200w so you will get a nice bump when you get a real 800-1k in there

This may be an option for you as well. Im sure Amazon has them on theyre site also to be purchased. Great amps...

I would try a pair of Bass Blockers on the rear speakers. I always place them on Coax. speakers generally, Should help quite a bit I like PAC ones...
