i know that there are places where they dont need a meter. the law states that its up to the cops discretion whether the music is too loud. i was lazy during my citations. i got 2 of them when i had my 2 15" sx's . law states here that music shouldnt be audible over 50' away. well the cop was a long *** ways away and i didnt even see him but he said he heard me before he saw me. either way, i think i could of fought both tickets since its not like he could physically measure the distance while im moving...Did he measure the music level? (dB duh!) If he didn't he has no basis to cite you. It's like saying, yeah your music is loud...i don't know how loud but i'm guessing it's too loud so heres your ticket.
If he didn't, their is a viable way to get rid of the ticket...however if he did measure it then your screwed.
It happened to my friend once, he was speeding quite obviously (65 in a 25...yeah he's not the brightest). Anyway, the cop pulls him over and DOESN'T radar him to see how fast he is going. Needless to say he got it reduced from reckless driving because while he was speeding, they had no idea how fast he was going so they had to give him the minimum violation possible.
BTW my uncle is a detective, and he has taken down many a criminal. Some police are d***heads, however their are many who proudly do their job so lets not attack police in general, just the d***heads who abuse their power.
