Humming and other noises coming out of speakers?

I had an older 4 channel amp hooked up and it had a little bit of humming and whining coming out of it. I just bought a new 4 channel amp Saturday and hooked it up and it's doing the same thing.

Here's the audio of when I turn the key to accessory. All the humming is from the speakers. When I crank it, it's even worse and it's not a whine, it's more of a dirty skipping static sound.

There's always a very low low low static coming out of all the speakers, you can hear it when the volume is on 0.

I have a mono amp running the subs and everything is fine with it.

I have a Kenwood X891 head unit.

 
Actually, I took the ground wire off of the amp completely and it still does it. I checked all the wires on the amp one at a time and it'll still do it. I cut the ground wire right at the head unit and grounded it myself and it still done it. My friend said it may be the cd player.
