Running the xovers from the h/u will allow adjustment of them 'on the fly'. Running both does nnot work as a back up, they actually stack, altering your slope.
In simplistic terms, yes that is what would happen (two 24db slopes stacked would be 48db per octave). Whether or not this is better depends on the situation. A lot of people would say a steeper slope is always better, but the reality is sometimes a shallower slope will sound better, depending on the exact speakers being used, the exact xover points, the exact situation, and of course listener preference. For example, many people prefer a shallow 6db slope between mids and tweeters, where as steeper slopes on subs is usually beneficial.
