How to go about starting this, fiberglass question

Not exactly a sub enclosure, but I am going to make a custom gauge mount. Pics are attached of where i plan to do it. I have never done glass work like this before, so i'm trying to figure out where to start.

I'm thinking the first step would be to tape off the whole area, then resin over the tape to make a mold. Then I figure i'd stretch the felt over the mold to make the curved top portion to make the top. I'm trying to figure out how i'd add layers, without making the form fatter, thus not fitting in it's area it already fit in tight. I plan on cutting out the back/underside area so I can get behind to do the gauge wiring and such, should I just use some chop mat and resin on the inside, and just build up the strength on the inside. I don't plan on doing too many layers, it's only holding gauges after all.

Also, planning on using some PVC to mount the gauges in, same effect as those angled gauge holders, but homemade. Do you think I should get the top and bottom all glassed together, then cut some holes and glass in the pipe with some more felt?

Any tips appreciated, trying to get it right the first time. Planning out everything ahead. Thanks
