Anyone know anything about central heating and air?

My A/C will not put out cold air, and the outside unit does not turn on when we put it on "cool" but turns on when it is on "heat" Anyone know what may be the problem?

im not really an electrician but it definatly sounds like some kind of short on the cold side of it.

yea, it was like in the high 70's and we turned the thermastat down to like 55
