I got more than that on the eagle. Much stronger muscles attached to the parts that do the most damage. (claws and beak for the bird as opposed to claws and mouth for the cat) And the cat can't fly above the reach of the bird.

at that standpoint i'd give the cat +1 just for the simple fact that they are both on the ground lol.
