The DMM will tell you your answer. Some vehicles will need you to wire up a relay to amplify the input trigger enough for the input of the ballast... but usually in those cases... the light will work somewhat and flicker.

Something is wrong with the input wire (stock wires you chose), or the ballast...

Happened to me too I have a 97 chevy. The plug needs to be reversed in order for them to work. In other words the plug needs to be plugged in backwards. I dont know why but after I plugged it in backwards it worked perfectly. Give it a try.
