Wouldn't it be better to have cross-flow forced air? Half the time the speaker is trying to force air into the pole vent, and half the time its forcing it out. So logic would seem to say the fan would be hurting half the time, if its blowing directly into, or out of, the vent.Probably trying to increase the amount of actual air exchange by forcing the air away from the pole. A regular pole vent tends to intake the same air that it just expelled, forcing the air away will cause new air to be drawn in rather than the hot air.
Believe it or not someone has a patent on fan cooling a sub motor in a somewhat similar manner, and it actually works pretty good.
The patented approach works a bit differently than this implementation to encourage flow in a more productive manner -- but I think the idea this guy had was to try to get some kind of advantage in cooling, significant or not.Wouldn't it be better to have cross-flow forced air? It would be impossible to get a fan like that to reverse polarity/direction in upwards of 80 times a second. Clearly its a one-way powered unit.

A pinwheel is a 'passive fan'.
