Help!!!!!!!!

Ok i live in houston and we have new orleans people here now. I've noticed that they have speakers on there car that sound like there speakin through a micro phone or like when cops pull u over those speakers on front of there car it sound like that but its not that . I want to kno what is that its crazy cus it sounds like the music is on a speaker phone. WHAT IS THAT?!?!?!?
