Help with torrents.

For the past month, I have not been able to get any torrent program to work properly. My ports seem to always be blocked. I have followed instructions to forward ports and what not, but nothing seems to work. I have tried bit torrent and Utorrent. Both clients say my ports are blocked.

Any ideas?

are you getting all port blocking software and hardware? i.e. windows firewall and roter firewall
