Help with installation

So i have installed an aq2200d and when i check the ohms going into the amp before i turn the car on its 2.5 but when i turn the vehicle on it starts to fluctuate between like 30-40 and this amp should be putting out around 1300 watts so i expected to not have to turn the gain up to high but to actually hear the bass good i have to put it like 3/4 full.

Did i do something wrong during the install? it just seems like it should be plenty loud without turning the gain way up.

Subs: two alpine type r 2ohm DVC

box: 4.5 cubes @ 34hz
