you get what u pay for man, if hes not gonna do anything special with it, itd be a good pracitce amp speaker, but if he's building a half stack or somethin id venture into a better speaker

 
A cabinet is pretty easy to make, and great speakers can be had. Some of the best reasonable priced speakers known for amazing professional sound are Celestions. They are the most used speaker in guitar cabinets among professional musicians, and they make most of the speakers for many of the big manufacturers (mesa, marshal, carvin... etc). I bought 4 Vintage 12" ers and put them in a half slant cab wired to 4 ohms that I run a Line-6 into (would love a nice soldano, but $$ is short as a med student). You won't find a quality ported or IB guitar cab from what I have seen, sealed goes low, has accurate reproduction, and sounds amazing.

A good head (or amp if he is looking to not roll a half cab) is going to be a lot tougher to DIY and achieve the sound he wants without a lot of experience or time learning.
