On alpine head units you must turn the sub level to +15 to get the full 2v rca voltage. If you don't the subs will have very low output.

I think the filters on your amp are fouling $hit up. What kind of amp do you have? Is there a button to push that says 1x or 10x? Is there a switch that says full/HP/LP, and if so, what is it set at? Is the amp bridged? Or are you simply using a monoblock amp? Amp model would be a good thing for us to know. Your LP filter could be turned completely down, have you looked at any of that?
