Ground Loop?

I was just wondering if this sounds like a ground loop. When I turn my key on and listen to music in the first position it sounds fine and everything is nice, when I turn it to accesory it gets a slight buzz but I can drown it out when I turn up the volume, but when I turn the car on it sounds like a sine sweep in the background and just sounds unerving. Is this just the typical problems to a ground loop?

Well I went out there again and now it does the wine at the first key posistion and clicks when I change tracks on my cd or when I change between radio/cd/ipod/aux

So I was digging into it more seems like it's worse when I am in cd and changing tracks.
