If my ISP threatend to pull my service for using bittorrent, I'd just keep using it and take my chances. The worst thing that's gonna happen is your service will get cut off. My ISP people say they don't care what the internet connection is being used for . I have DSL from Sprint its 3.0mb down 512kb up for 45 a month it's pretty competitive with the cable in the area but nothing special really.

isnt like oc-3 the fastest internet out right now?

Yeah but OC-3 is really only used for for large company backbones and main line backbones, I don't know how much it costs per month but I'm sure its probably expensive as hell.
