Freshly installed amp keeps blowing its fuses

Today I was installing my buddies Rockford Prime R500 in his Scion TC. When we think we are finally finished, we turn on the car and the amp doesn't turn on. The fuses were blown so we replaced them, try again, and the fuses blew again.

I checked the power and remote wire with a DMM, everything is looking good. The only thing in question is our ground. I knew it was kind of shady, it's more just on sheet metal, and and appears as if possibly on paint.. Is a bad ground enough to get the fuses to blow?
