Fix iPhone?

Well my dad found an iPhone in the grass today (i think at work). Well it's a 16g iPhone, but it won't turn on, and the screen looks a little messed up. Probably got some water damage from the snow. But it's still an iPhone, so does anyone know if this thing could somehow get fixed up and where the best place is to send it. Can you still send it to apple if you don't have any original paperwork on it?

put it in a small box of rice for a day and do not try to put anymore power to it. once it dries out try it out.

also,,, if you have any idea what you are doing you could completely disassemple it,, remove the hard wired battery,, put all the parts in distilled water and clean anything that looks dirty with a fine brush... let it dry and then try it.. there is a good thance that will work,, assuming the battery is good as well after getting wet.

Look in the headphone jack with a light, and see if there is either a red or white dot on the bottom.
