Ive had a caddy and it wasnt that bad to fix. ebay and diy.

Been there, done that. Problem is, when GM wants $1200 for a simple bumper cover, people on ebay will still want $700-$800, if you can find the right part (and right color, etc). Your idea is definitely cheaper, but many times its still hella expensive and a royal pita.
