External Port Question

I'm fairly new to building enclosures, but want to take a crack at building a ported box. The manufacturers suggest "43 liters net volume. Stuff with 16 ounces of polyfill. Then

use a 3” flared port, 17” long for 24.5 Hz tuning"

If I were to use an external port, could I just build a sealed box @ 43 liters, then attach a 17" long PVC pipe to the outside? That way I don't have to take into account the port area. Should I use a flare attachment where the pipe meets the box AND where the pipe ends?

Also, for arguments sake, where should I point the sub and/or the end of the port in an extended cab truck?
