When the sub plays all frequencies, typically 30 to 100 hz at the same volume +or-3db.

Best way to get that is using an RTA and an EQ. Starting with a well designed enclosure makes this much easier. Be careful with the EQ, you can over boost and damage your woofer.

its usually a lot better to attenuate frequencies then to boost them.
