paypal is holding his money untill they have proof that he shipped the item

the buyer does not have the money, paypal does

HOW CAN you prove you shipped anything when USPS dosent give you a tracking# unless you PAY EXTRA!!!

this isnt going to happen on every transaction, just on the ones paypal thinks are risky

yea it's legit, the email says it and when i log into paypal.com it says the same thing.

i'll just ship ups and get free tracking.

This happened to me the other day when I bought an item from a new seller . I got an email saying payment pending . Then all of a sudden this guy sends me an e-mail saying his paypal is screwed up and he will only accept a money order for payment . Then I check paypal and it said this seller wasn't ever registered . I sent him an e-mail saying i'm in no rush for the item...get a pay-pal account and that no way was I going to send him a money order and that I only use pay-pal on e-bay . This dude sounds like a scammer . He still hasn't e-mailed me back yet
