cdburnerxp pro is free, if you're talking about making a dvd-rom

if you're talking about dvd-audio, i can't help you.

i don't think there's too many people authoring their own dvd-audio discs

dvd shrink might work????? never looked into it that much.

dvd decrypter+dvd shrink=perfect everytime. and you can edit what on the dvd itself you don't want (like the foreign subtitles, audio, etc). and is free.
