It's not legal, but it does happen yes (what can't that be said for). You can never stop it ALL. But that's beside the point; the reason ************ is illegal is because of the ramifications on the community. The community degradation is the difference between ************ and *****'s.

Actually, the idea has been thrown around more than I think you realize. Did you know that countries that legalized marijuana actually showed a decrease in use among it's citizens after the legalization //content.invisioncic.com/y282845/emoticons/wink.gif.608e3ea05f1a9f98611af0861652f8fb.gif Kind of the "it's no fun if I'm allowed to do it" mentality; also the same reason many (obviously not all) people slow down on their alcohol consumption after they turn 21 (or whatever the legal age is where you live).
But a couple years ago Nevada was taking a SERIOUS look into legalizing marijuana and taxing it like tobacco products, and having licensed establishments sell it (just like liquor stores). But, there was a fear that it would just push the dealers into staying underground due to the increased cost (who wants to pay more taxes?).
Heck, even the IRS views drug dealers as the worst of the worst. As you may or may not know, technically you are required to report income from illegal activities on your income taxes (************, chop shops, etc etc). These people, like any other business, are allowed to deduct all "business expenses" from that income to decrease their tax liability. This applies to all illegal activities accept one; drug dealers. The ONLY thing drug dealers are allowed to deduct from their revenue from illegal activities is the cost of goods sold; Why? Because for some reason the IRS views drug dealers as the worst of the worst, and doesn't want to give them any breaks (like they are actually going to report it on their income, but whatever).
So, you can try to argue social and economical effects of the two all you want. But the fact still remains that the difference between liquor stores and drug dealers is that liquor stores are legal establishments who are licensed as required and sell legal products. "Authorities" view drug dealers as the worst of the worst, and they do their activities illegally.
