It's legit. I ask for this all the time. We get ***** on fees when items are bought across the border. I paid $40 some bucks on my Sirius tuner the other day, which was only about $80 to begin with. He just doesn't want to pay anything above what he paid you, which is reasonable.

And USPS doesn't track over the border? They sure do for me, all the time.
