Static is a part of FM...having a very low power, cheap quality transmitter is going to make for a bad signal. Just the way things go...that being said, the above recommendation of using a frequency in the educational band (below 90MHz) is probably your best choice.

 
scan through your stations one by one... if you have something coming in on 88.3 and 89.5... pick as close between those as you can... you have 2 find something thats not in use if you are using a wireless fm transmitter... a wired modulator will give you much better results

 
No they don't. Every GD FM Mod or transmitter that I have installed has been from 90Mhz and down.

Better quality FM transmitters cover the entire 88-108MHz band.
