Does a power cap serve any purpose at all?

I've been told time and time again from you guys why caps are so useless and I'm not trying to debate that fact. I'm just curious if they have any purpose at all.

You can test caps similar to the way you test a 9 volt battery. Charge up the cap, then lick across the terminals with your tongue. It should tingle slightly more than a 9v battery!
